At its August 18, 2026 meeting, the Dover Area School District Board of Directors approved the VLN Partners Blended Learning Service Agreement for the Dover Cyber Academy by a 9–0 vote. The administration said the agreement enables the district to provide its own cyber education program, with student support options, at a fraction of the cost of outside cyber school education and with significant savings; no contract amount was stated. The board also tabled the proposed CTE curriculum approval until its September 8 planning session to allow directors more time to review the materials. The curriculum was described as documenting existing instruction, and the delay was not expected to affect teaching during the school year.

The board approved Policy 815.1 on generative AI, including an amendment to correct the order of AI-use levels two and three, and separately approved the associated AI handbooks; both approvals passed 8–1. The policy establishes grade-level guidance and safeguards for AI use, including privacy protections and teacher oversight, and may be refined as the district gains experience. No other district procurement awards or spending allocations were identified. A report noted that the Dover Eagle Foundation had awarded grants for school projects, including solar power, 3D printing, a reset room, a local history initiative, and robotics.
