The City of Franklin Finance Committee reviewed the proposed 2027 budget on October 1, 2026, with extensive discussion of capital spending and tax-incremental financing projects. The committee recommended several changes, including removing the $100,000 Samsara fleet inventory-management system from the budget, removing security-camera replacements while restoring $175,000 for a brine-making item, adding a $70,000 capital-outlay contingency, and shifting $750,000 to the equipment-replacement fund for future major equipment needs. Other approved recommendations included reducing state transportation-aid revenue by $60,000, reducing bridge-construction funding from $300,000 to $125,000, and changing the Ken Wendle Park allocation from $350,000 to $100,000 for demolition and replacement design. The committee also discussed a $900,000 police parking-lot project, $355,000 for Fire Station 1 improvements, and the Drexel Avenue reconstruction, whose construction estimate had increased from earlier options; no final construction award was made. For TID 8, the committee approved increasing a block grant by $415,000, and it approved a $258,596 transfer adjustment for TID 5 debt service. The capital budget also included items such as $101,000 for election equipment, $826,000 for Aruba network equipment, $70,000 for SharePoint architecture, and a proposed $3.7 million for 51st Street construction, which was discussed but not resolved as an award or contract approval.
The committee was told that contracts and agreements for civic celebrations must now be reviewed by the City’s administration and finance department before execution, follow the City’s standard signature process, and be retained in official records. Civic Celebrations presented a proposed expense budget of about $97,500; the discussion noted a vendor contract covering tents, tables, and chairs. The proposed budget showed no funding for the Senior Travel Program; a committee member said they would recommend restoring $22,000 for travel transportation and $12,000 for senior activities, but this was not a formal approval at this meeting. The library discussed its budget request and major building-maintenance needs, without a specific capital appropriation or procurement decision identified.
