The City of Franklin Waste Facilities Monitoring Committee met on August 6, 2026. The committee reviewed financial and landfill audit reports; motions to approve/accept were made, and the audit report was accepted without opposition. No contract awards, bids, vendor selections, or other procurement actions were identified. Waste Management raised an operational request to limit cardboard placed in recycling boxes to roughly 3-by-3-foot pieces or flat sheets to prevent compactor jams; the committee discussed publicizing the guidance in the city newsletter and with signs. Well-sampling correspondence was reported as sent, with results and sampling locations to be determined later.
The main discussion concerned Waste Management’s landfill expansion and its individual permit application: DNR’s preliminary determination is to deny the permit, and the city has requested a public hearing scheduled for August 25. Attendees discussed the expansion’s environmental and land-use arguments, prior community agreements, and public comments—estimated at 60–70, with about 98% reportedly supporting the expansion. The committee also raised maintenance of a drainage ditch along 112th Street and discussed explaining the site’s geology and wetlands to the public. The next scheduled meeting is November 5, 2026.
