The Johnson City Board of Commissioners meeting on August 20, 2026, included several procurement and infrastructure matters. Commissioners unanimously approved a $7.28 million energy-services contract with Energy Systems Group LLC for HVAC equipment and controls upgrades at Mountain View Elementary and Indian Trail Middle School, funded through the People’s Education Plan. They also considered a five-year, annually renewable OpenGov permitting-software contract through the Verdosoft cooperative purchasing arrangement. Staff cited a first-year cost of $198,040.50 and a total five-year cost just under $600,000; the transcript records staff’s recommendation and commission discussion but does not capture a vote. The system is intended to replace CityView and improve permitting, inspections, and development-review workflows. The unanimously approved consent agenda also covered other pulled items, including an engineering-services expansion of the city’s underground fiber network, easement and right-of-way actions for transportation projects, and a 911 interlocal agreement. Staff said 911 console upgrades are planned as a phased, multi-year project, with refreshed cost quotes still being obtained. An employee health-clinic contract with Blue Ridge Management Corporation was discussed; staff described a $34,000–$35,000 contract increase and recommended approval.

Other business included third reading of a proposed local property-tax relief program for eligible elderly, disabled, and veteran taxpayers, with relief amounts to be considered after the state sets its 2026 figures. The commission also heard proclamations related to suicide prevention and overdose awareness, a fire-department presentation, and public comment. The meeting included discussion of pedestrian-safety improvements near West State of Franklin Road and ETSU, as well as TDOT’s planned replacement of the State Route 34 bridge over the railroad; no construction award or bid approval for those projects was identified.
