The Putnam County School Board held an insurance workshop on October 20, 2026, featuring a presentation on the Florida Educator Health Trust (FLEET), a school-district-governed health insurance consortium. Presenters described its self-insurance and stop-loss risk-sharing model, centralized purchasing and annual repricing of pharmacy and stop-loss coverage, and care-navigation strategies. They cited examples of savings from other districts, including pharmacy and stop-loss savings, and estimated Putnam’s membership fee at about $19.25 per covered employee per month, plus a one-time $10,000 capitalization fee. These were presenter-provided examples and estimates, not savings commitments for Putnam.
Board members asked about potential savings compared with the district’s current broker arrangement, whether local insurance would need to be put out to bid, implementation and exit processes, and affordability for employees. Presenters said the trust could arrange bids when requested and that participating vendors would be subject to transparent, flat-fee arrangements; no vendor selection, contract award, or spending approval was made. The board chair proposed that FLEET return to meet with the district’s insurance committee through board member Wagner. No formal vote was reported.
