The Aurora Water Policy Committee met on October 21, 2026. Members approved the minutes and consent agenda without pulling items, and discussed reappointments to the Joint Water Authority and Homestake Steering Committee. The committee supported advancing two Mile High Flood District intergovernmental agreement amendments to regular Council: Murphy Creek at Yale, with Aurora contributing $370,000 in 2026, and Coal Creek at Picadilly Road, with Aurora and the District each contributing $500,000 in 2026. The Coal Creek project is expected to total about $3.3 million, including roughly $1.1 million from the Aurora One developer through a separate agreement. These were recommendations to move forward, not contract awards. Members also reviewed a Piney Lake Trails agreement adjusting stormwater infrastructure maintenance responsibilities and discussed that Aurora does not plan to enter into new extraterritorial water-service agreements.

The committee supported advancing a South Adams water-rights exchange: Aurora would trade 55 Fulton shares for 106 Lupton Meadows shares, alongside a 99-share true-up from the prior trade, for 205 additional Lupton Meadows shares overall and no monetary payment. Staff also provided updates on drought restrictions and North Campus water-supply capital improvements, including a new radio collector well, planned well-field expansions, storage-reservoir work, and a master plan; no related procurement awards were presented. The next meeting was scheduled for November 18.
