🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Grants & Funding

At the October 20, 2026 meeting of the St. Joseph County Board of Commissioners, the board approved two as-needed engineering services agreements: Christopher B. Burke Engineering and DLZ, each with a not-to-exceed amount of $200,000. Officials said the services may support upcoming projects, including bridge work and construction inspection. Commissioners also ratified a MACOG grant application for rehabilitation of Bridge 219, the Main Street bridge over the St. Joseph River in Mishawaka. The project cost is estimated at about $3.8 million, with an 80/20 funding split and approximately $3 million in grant funding requested. The board approved requests to advertise two Capital Avenue Corridor utility bid packages—water and sewer work on Cleveland Road and water work on Douglas Road—as part of the larger Microsoft project; the county said Microsoft would pay for the work. An Abon Marsh Consultants agreement for surveyor and section-corner services in Lincoln Township was also approved, with costs drawn from the surveyor’s section-corner fund.

Other approved funding items included a $12,362 Edward Byrne Memorial Justice Assistance Grant allocation through an agreement with South Bend and a $25,000 state public-health preparedness grant; commissioners also approved a Medical Reserve Corps volunteer-management grant, for which no amount was stated. The board discussed a four-year preventive-maintenance agreement for the county’s outdoor warning sirens, including battery replacement, but the transcript does not capture its cost or a vote. A Propel State Route 2 planning study presentation outlined public engagement and potential future improvements, without selecting or funding a construction project. The commissioners also approved a sheriff’s compensation agreement covering pay increases for 2027 and 2028.
