The City of Topeka Transient Guest Tax Committee met on October 21, 2026, and heard updates and FY2027 funding presentations. The Evergy Plaza ice-skating rink design was revised to use stronger structural poles that could support a future canopy or roof; the change has slowed construction, and the opening could be in December if materials arrive in time or after the first of the year. No project cost or procurement decision was stated. The committee also heard funding requests of $100,000 from NOTO for public art and cultural programming; $390,000 from the Jayhawk Theatre for infrastructure and construction readiness, including work that would advance two local-firm contracts totaling more than $1.6 million and a $1.3 million phase-one elevator project; roughly $130,000 per gateway sign from the Greater Topeka Partnership for a phased signage proposal; and $30,000 from Topeka Performing Arts Center for a lighting board and supporting equipment for its renovated black-box space.

No funding allocations, contract awards, or spending motions were made. The committee said it would consider the requests and aim to decide how to parcel out available FY2027 funds at its next meeting in two weeks, before recommendations proceed to City Council. Members noted that funds are limited and may reserve some for smaller or unforeseen needs. The meeting also included a discussion of the plaza rink’s future shade and weather-protection needs; no related purchase or funding approval was made.
