The City of Alameda Commission on Persons with Disabilities met on October 21, 2026. The main capital-project discussion was the Mastick Senior Center ADA upgrade, now at the ready-for-permit stage, covering eight buildings and planned in four construction phases. Staff reported that City Council had appropriated funds to begin phase one, but most available funds had gone to design and there was not yet enough funding for construction; staff are exploring additional funding options. Construction was estimated at about two years, excluding permitting, and could take longer; no contractor is on board. Commissioners and a public speaker urged staff to consider accessible push-button door operators and interim access measures. Staff agreed to consult the architect about push pads, and commissioners requested an update on temporary access planning. No contract award or new spending motion was made.

The commission also considered whether to endorse the Gibbons Drive Sidewalks and Tree Plan, which balances sidewalk accessibility and infrastructure work with preservation of mature trees. Staff proposed a location-by-location approach and a 20% removal cap for liquidambar trees in five-year increments; the consulting arborist was from Hort Science Bartlett Consulting. After public comments and discussion about accessibility priorities, alternatives, community engagement, and the proposed cap, the commission did not endorse the plan or vote on it. Members planned to follow up about a possible special meeting and further review before the plan’s scheduled City Council consideration. The commission unanimously approved the May 13 minutes and continued the pesticide-use item to December.
