Hennepin County’s October 21, 2026 budget briefing included hearings on the proposed 2027 capital budget and 2027–2031 capital improvement program (CIP), followed by proposed departmental fee changes. The Capital Budgeting Task Force recommended a $273.9 million 2027 capital budget, $4.7 million below department requests, including $2.1 million in property-tax funding and $67 million in general-obligation bond authority. Its recommendations were described as closely aligned with the administrator’s proposal and intended to constrain capital spending and moderate future property-tax-supported debt service. The task force supported proceeding with 2027–28 funding for the Metro Blue Line Extension, whose revised estimated cost is $3.58 billion, while describing Hennepin County’s commitment as not to exceed $1.89 billion. It also recommended moving $250,000 forward for East Lake Library planning and adding $250,000 for a Franklin Library planning study; the administrator said an amendment supporting both recommendations would be brought forward. Other priorities and deferrals discussed included road and bridge maintenance, public works fleet facilities, waste and energy assets, and lower-priority court and corrections remodels. No capital-budget adoption or contract award vote is captured in the transcript.

The board also heard proposed 2027 fee schedule revisions from six departments, including routine cost-related updates, a new non-emergency medical transportation fee associated with a county-managed service contract, a new Sheriff’s Office communications fee, library fee changes, and increased land-records digital archive fees. The proposed Ordinance 18 solid-waste management fee would remain at $0. Commissioners discussed fee-setting and service costs, solid-waste revenue, battery recycling costs, and funding for emergency communications. No vote approving the fee changes is captured. Public comments raised library staffing and the need for clearer cost and timeline information regarding the HERC facility; the meeting also included approval of the prior hearing’s minutes.
