The City of Texas City Commission’s regular meeting was held October 21, 2026. On economic development staffing, commissioners approved an assistant director and part-time administrative assistant, while replacing a proposed third groundskeeper/janitorial employee with the city’s existing contractor. Staff said the contractor would provide service five days a week, including emergency callouts, for about $45,500 annually. The commission also approved an updated-rate contract for municipal court prosecutor Robert Barfield, choosing the option to revisit whether a full-time position is needed in several months; no revised rate amount was stated. The second reading creating Reinvestment Zone No. 2, with the same board members as Zone No. 1, was also approved. A public commenter cited up to $75 million in certificates of obligation and estimated repayment of nearly $116 million, but the commission took no action on that claim during this meeting.
The commission approved an ordinance changing the city’s adopted building-code provisions to prevent automatic adoption of newer code editions before staff review, including related code references read into the record. The stated purpose was to allow review and preparation before future code changes affect city inspections and the development community. Other actions included reappointing the municipal court judges and tabling the appointment to the Housing Authority board. Commissioners also referred to police vehicles as having been approved previously, without discussing a new purchase or its cost.
