The City of Biloxi held a special-called workshop titled “Special Called Oct. 20, 2026” to discuss projects proposed for funding with General Obligation Bond Series 2026. No project funding decisions were voted on; council members were developing consensus and directing staff to prepare funding plans and project resolutions for later consideration. Discussions included Shriners Boulevard widening, with a proposed $1.5 million bond match alongside an existing $2.76 million MDOT grant for a project estimated at about $7 million; Wool Market Acres water and sewer improvements, with about $2.5 million proposed as a match for an approximately $8–8.5 million project; and a roughly $1 million estimate to replace Edgewater Estates water lines. Members also discussed drainage repairs, sidewalks, road improvements, roofs, generators, and the East Biloxi recreation building. Funding options included bond proceeds, MIMA funds, and state or federal grants. Consensus was indicated to advance some projects for planning, but formal authorization and awards remain subject to future council action.

Members requested that the administration prepare a plan showing how bond and MIMA funds, anticipated future revenue, and grants could be combined to support projects; a follow-up workshop was scheduled for the following Tuesday. The workshop also began discussion of water and sewer rates: staff will analyze a flat sewer rate and tiered water rates using actual customer data. No contracts were awarded or vendors selected in this meeting.
