At its October 21, 2026 regular mid-month meeting, the Lawrence Common Council discussed the 2027 budget and several utility-related ordinances. A councilor criticized the proposed budget as unbalanced, citing an estimated $1 million ongoing General Fund deficit and reductions to some department budgets; no budget vote was taken. The Council scheduled a special meeting for October 26 at 6:30 p.m. to continue consideration of the budget. Proposals setting 2027 city, police and fire, and elected-official salaries were also continued to that meeting. Proposal No. 1, concerning Council approval of expenditures for professional service contracts, remained before the Committee of the Whole, with no action reported.
The Council referred to the Admin and Finance Committee proposals concerning a new sanitary sewer utility rate schedule (No. 10), a reduction in the private hydrant fee (No. 11), sewer-system improvements and revenue bonds (No. 12), and waterworks improvements and revenue bonds (No. 13). No dollar amounts, bond values, or vendors were specified. Separately, the Council unanimously approved rezoning the 9775 Fall Creek Road parcel to C-3, subject to a written commitment prohibiting specified uses, to support potential commercial redevelopment. No contract awards or purchasing decisions were identified.
