The Concord Board of Education’s joint Finance and Instructional Committee meeting on October 21, 2026, reviewed the monthly finance report, budget schedule, special-education staffing needs, and proposed budget adjustments. Staff described a preliminary need for additional special-education capacity, including a 0.2 FTE occupational therapist increase, a 0.75 FTE special-education case manager, and education assistants. The initial cost estimate for the staffing priorities was $959,500; reallocations within student services reduced the current estimate to about $576,000, with figures still being refined for the full board’s discussion. No staffing or budget adjustment was approved at this meeting; a recommendation was expected to go to the full board the following Monday.

The proposed adjustments included approximately $1.19 million in additional expenditures and $984,000 in additional revenue, for a projected net increase of about $1.19 million and an estimated additional local tax-rate impact of roughly 1.7%, subject to further review. Revenue and expense items included $600,000 from a facilities trust for Memorial Field, $82,000 for bleachers from a facilities trust, and $83,000 in net-metering revenue proposed for the energy reserve. Members also discussed rising purchased student-transportation costs, pending invoices against professional-services accounts, and a natural-gas bid planned for December. No contract award or procurement approval was made. The committee approved a motion to enter nonpublic session; the Instructional Committee separately adjourned.
