The City of Soledad’s regular joint City Council, Successor Agency, and Housing Authority meeting was held October 21, 2026. The Council unanimously approved Resolution 6437, authorizing a $59,571.87 change order with Specialty Construction Inc. for the recycled water conveyance project, bringing the contract’s not-to-exceed total to $12,669,757.46. The change order covers added chlorine-injection and related construction work, offset by credits for deleted or reduced work; it is to be funded through the Urban Community Drought Relief Grant and previously approved construction contingency. For the Phase 1, 2026 slurry-seal project, the Council approved the construction contract at $1,071,239.75 without the $17,248 Black Rock aggregate alternate, which was rejected in a 4–1 vote. The Council separately and unanimously approved an $88,510 construction-inspection services agreement with Pavement Engineering, Inc. (Resolution 6439). Staff also described plans to pursue an on-call debris-removal consultant and purchase a trash pump for emergency response, but no approval of those items occurred at this meeting.

The Council unanimously adopted a proclamation declaring a local emergency related to anticipated statewide El Niño winter storms, following a presentation on preparedness, infrastructure protection, and public communications. Members also discussed gathering community input on possible council term limits, with no action taken on a ballot measure. Other agenda items included a youth council update, an awareness-month proclamation, and committee appointments; no additional procurement actions were identified.
