The City of Carmel Board of Public Works met on October 21, 2026. The Board rejected all bids for the Carmel Fire Department stations remodel because the bids exceeded budget; staff will review the plans with the designers and legal team before rebidding. It awarded Yarberry Companies’ $410,475 bid for a six-inch water main serving the wastewater treatment plant, damaged in the flood, and approved the corresponding contract. The Board also approved the Merchant Square Phase Two sewer and water-main project with Avenue Roads, Inc., amending the total authorization to $15,607,150, including owner contingency.
Other approved spending included a $195,003.64 Cityworks subscription renewal with Astecca Systems; $169,200 for Carter Green ice-rink management with SG Carmel; up to $125,000 for Arcadis emergency engineering related to the 106th Street pump station and force mains; $962,500 for 2027 water-treatment rock salt from Compass Minerals; and $135,512 for 2027–2028 mowing and landscaping by Full Care of Indianapolis. The Board also approved change orders reducing costs by $1,610 for the fire training facility and $50,362 for Well 29. Staff reported that the 116th and Hoover roundabout paving would be deferred until spring because late-season paving presented weather and schedule risks.
