The Carmel Redevelopment Commission’s regular meeting on October 21, 2026, included approval of claims totaling $55,308.69 in nonoperating expenses and $18,828.97 for the 2021 LIT GO bonds. The commission approved four redevelopment-area resolutions involving residential and health-care projects; contribution amounts for the projects remain under negotiation. Three existing residential allocation areas were amended to allow tax-increment capture for up to 25 years, reflecting a change in state law. The commission also approved terms for the Proscenium III project after amending a resolution to correct a maturity period from 60 months to 36 months; a formal allocation area and related TIF pledge will return for later approval.
The commission approved a license agreement for temporary public parking on private property at 41 First Street for up to two years. The City’s redevelopment commission will fund the work, with the Street Department providing labor; the preliminary cost estimate was approximately $20,000. The agreement includes repayment of $1,600 per month if the property owner ends the term early. The executive director also reported progress on several construction projects, but no additional procurement decisions were identified.
