At the Shelby County Board of Commissioners committee meetings on October 21, 2026, members advanced several procurement and funding items with favorable recommendations. The Milton Community Enhancement Grant guidelines were recommended for approval, with Finance advising that disbursements generally wait until January; commissioners separately recommended a moratorium exception providing approximately $61,000 from district CEP funds to Feed the Needy for Thanksgiving baskets. The committee also advanced a resolution to begin selecting independent Commission counsel at $250 per hour, capped at $150,000, with applications due November 6 and interviews scheduled for November 18. Major service and supply contracts advanced included a $10,027,114 University of Tennessee Health Science Center contract for forensic center operations, a $100,000 Trifecta temporary staffing contract, a $865,990 extension with MidSouth Solutions for sheriff’s uniforms and training apparel, and a $100,000 CommServe emergency-vehicle lighting contract. The MidSouth extension drew objections from competing local vendors over the expired contract and bid process; officials said a new bid would follow, but the timing depends on budget and purchasing processes. Road-material purchase orders also advanced: Standard Construction Company, up to $555,000 for asphalt, and Folland Dock and Warehouse LLC, up to $653,000 for limestone and sand. Other items included a $130,000 public-official bond purchase through WTW, a $120,000 four-year archive-space lease with Southbrook Properties, and a $6,000 midwife preceptorship program appropriation. A Protiviti ERP/HCM optimization contract also advanced, with $1.3 million in FY2027 IT capital funds identified; the discussion described a multiyear stabilization effort. A TEMA hazard-mitigation grant application for University of Memphis flood gauges was approved for advancement, without a grant amount stated.
Members also advanced a second-reading data-center moratorium ordinance and a first-reading ordinance proposing data-center siting, water-use, and energy requirements; both received favorable committee recommendations rather than final adoption. A third-reading air-pollution permit-fee ordinance was deferred to November 18 for further discussion with affected businesses, while a related Air Code update received a favorable recommendation. The hotel special-use permit at 1770 Winton Road was deferred to November 18 for broader neighborhood outreach, and the 7550 East Shelby Drive cell-tower permit was also deferred after public testimony and requests for further discussion and information. The proposed resolution to remove the Commission from school-oversight litigation received a nonfavorable recommendation (five in favor, six opposed).
