Warren County Public Works Committee meeting, October 21, 2026: The committee approved a miscellaneous resolution amending Resolution 435 of 2025, the intermunicipal agreements with the towns, to increase waste-hauling and tipping fees after the prior disposal facility closed and the county shifted to a more distant facility. Officials cited sharply higher diesel costs, rising from about $2.75 to nearly $5.86 per gallon; the proposed new per-mile rate was garbled in the transcript. The committee also approved coverage for staff overtime caused by lengthy waits at disposal facilities. It authorized bidding for on-call county guide-rail construction and on-call railroad construction services, with bid openings expected November 5. The committee approved commencing eminent-domain proceedings for a temporary construction easement needed to complete a road project after negotiations with the owner reached an impasse; the county said a prior appraisal for the temporary easement was about $5,000 and that the land would revert to the owner after construction. Votes on these items included recorded opposition or abstentions in some cases.
The committee received updates on solid-waste planning, including a food-scrap pilot targeted for spring and described as 50% grant-funded; officials are revisiting drop-off locations and processing logistics, with a potential centralized site in Lake George. Public Works also presented preliminary safety alternatives for the Dix Avenue–Quaker Road intersection, including roundabout options that could reduce crash risk but increase project costs. Potential Highway Safety Improvement Program and transportation improvement funding may be pursued; no design or funding decision was made. Parks staff reported no action items, discussed a possible license agreement for an existing railroad-property encroachment at Thousand Acres that may return to the committee, and noted completion of the second phase of a fish-hatchery ditch-liner project.
