The City of San Clemente Planning Commission held a special study session and its regular meeting on October 21, 2026. The study session focused on Spanish Colonial Revival architecture and its role in the city’s design-review process. After a presentation, commissioners discussed whether zoning rules could better accommodate pitched roofs and higher ceilings while retaining the existing 25-foot limit for flat-roofed buildings; possible approaches included additional height allowances or revised height-calculation options. No formal action was taken on the proposal, and commissioners suggested further review of height standards and examples. The commission also discussed holding another architecture study session in early 2027.

At the regular meeting, the commission continued the public hearing for the proposed modern-style residence at 116 Elevante to November 4, 2026, and unanimously approved a conditional use permit for Kota on Del Mar, at 124 Avenida Del Mar, to add full alcohol sales. The approval, Resolution PC26-043 and CUP 26-449, was subject to conditions and included a determination of categorical exemption under CEQA. The application proposed no changes to the existing facility, seating, or seating configuration. No procurement, contracting, or budget activity was identified.
