The Cumberland County Salary Board and Board of Commissioners meeting was held October 21, 2026. The Salary Board approved its October 7 minutes and salary board actions. Commissioners approved the consent agenda and several spending and contract items: reallocating $55,000 from the CDBG down-payment and closing-cost program to increase awards to six existing public-service grantees; accepting a $24,249 VOCA grant; and approving Children and Youth Services provider contracts, including a new specialized group-home provider at $614.78 per day, a 5% increase for Children’s Home of York’s 2026–27 contract (with its independent-living rate adjusted to $290.56 per day), and a new provider at $33.72 per day. Commissioners also approved employee insurance agreements, including a stop-loss premium decrease of about $5,000, and a drug-and-alcohol contract rate change to a bundled rate. A 36-month Lumen internet contract was approved. The county also approved transferring assets from the decommissioned Three Square Hollow tower site to Ambassador Towers LLC for $40,000, and a digital-forensics lab license for the District Attorney’s Office, costing $11,290 for one year and an estimated $58,790 over five years.
The Cumberland Area Economic Development Corporation reported $3.85 million in state awards for five county projects and $942,000 in loans approved during the quarter; these were reported as program updates, not new approvals by the commissioners at this meeting. Its presentation also covered ongoing Frog Switch brownfield remediation and redevelopment, a live county brownfield inventory, and tourism and economic-development activity. The board discussed housing assistance and recommended local housing-related awards, but the transcript does not show a related vote at this meeting; tourism grant applications were still being reviewed. Commissioners also approved Jennifer Brooks Stall’s appointment to a partial term on the economic development corporation board. No other business was raised before adjournment.
