The City of Utica Common Council meeting was held October 21, 2026. The main procurement- and infrastructure-related discussion concerned proposed battery energy storage facilities. Nexamp representative Robert Woods described a potential 5-megawatt project at 2007 Beech Grove Place, estimated to occupy about 10,000 square feet, and discussed grid reliability, safety, emergency planning, noise, and potential tax revenue. Council members raised questions about fire response, local benefits, and industrial land use. The Council adopted, by a 9–0 vote, a 45-day extension of the citywide battery-storage moratorium, through December 5, 2026, to allow time to refine legislation and consider project review standards; no project or vendor was approved.
The Council also approved, by 9–0 votes, a $174,500 fiscal-year 2026–27 transfer to the judgments and settlements liability account, with insurance-rate increases cited as the reason for the remaining overage; the ordinance also referenced $4,062 for three fire personnel vehicles. The Fire Chief reported a $186,000 grant for professional development and water technical-rescue operations, and a separate $150,000 award for water-rescue equipment. Updated Parks and Recreation fees, including ski-area rates, were also adopted by a 9–0 vote. No contract award or competitive procurement decision was identified.
