Carbon County, Utah Commission meeting — October 21, 2026. Commissioners discussed the county’s declining centrally assessed tax base and economic development prospects, including data centers and new power generation, while emphasizing scrutiny of projects’ water use, jobs, roads, emergency response, and other effects. They clarified that approvals for state and federal lands and permits rest with other agencies, and that a requested temporary land-use regulation was not on the agenda and was referred for legal review. No economic-development project contract or approval was considered. The commission also ratified an NRCS flood-mitigation agreement with Johansson and Tuttle for Carbonville; the presentation said NRCS covers the engineering work and contributes 75% of the broader project.

Procurement items were bid acknowledgments for later review, not contract awards. For an unbudgeted asphalt roller replacement after the prior unit was totaled, the bids included RDO Equipment at $193,380.62, Wheeler Equipment at $199,900, and Century Equipment at $160,900 and $171,900; commissioners authorized staff and a commissioner to review them. A bid for two sets of bottom-dump trailers quoted new 2026 sets at $149,150 per set, with a stated total of $305,900, while staff also compared used options. City Sanitation submitted waste-service bids, including weekly household collection at $11 per container per month plus a $2.50-per-container disposal charge. Mulching-attachment bids ranged from $21,701.59 to $48,770 across RDO Equipment and Mountain States Equipment, with review authorized; the county said the purchase would count toward state-required wildfire fuel-reduction work. Four pickup-truck bids ranged from $58,923 to $69,479, including bids identified from Salt Lake Valley Chrysler Dodge Jeep Ram, Young Chrysler Jeep Dodge Ram of Layton, and Price Ford; review and award authority were delegated. The tentative 2027 budget was filed but not presented for adoption; staff reported a nearly 15% health-insurance renewal increase, just under $400,000 in additional cost, and a possible 3% employee COLA.
