The City of Springfield Planning Commission met on October 21, 2026 (the meeting title references October 20) to consider climate-friendly areas and housing/design amendments. The Commission voted 7–0 to recommend the co-adoption package to the City Council and Lane County, and separately voted 7–0 to recommend the Springfield-only amendments, including a clarification to the title of code section 4.7.140(E). In a separate 6–1 vote, commissioners supported a recommendation for the Council to consider expanding the low-income rental housing property tax exemption to limited-equity cooperatives as part of future housing-production strategy work. Discussion also addressed displacement-mitigation approaches and amendments concerning automobile-dependent uses and mobile food units. No contracts, vendor selections, procurement approvals, or spending allocations were identified.
In commissioner reports, members noted that the City Manager said there were no active discussions with developers about a data center and that the city does not use nondisclosure agreements for economic-development proposals. They also reported City Council approval of an intergovernmental agreement among Springfield, Lane County, and Creswell to study possible expansion of metropolitan wastewater services. The Planning Commission was advised that the co-adoption package would go to the Lane County Planning Commission on November 3 for a recommendation.
