The Newark Municipal Council’s regular meeting on October 21, 2026 included several procurement and capital-project actions. The council approved temporary emergency appropriations for Ryan White HIV services, public health infrastructure, a hypertensive quality project, food production, grant processing, the operating budget, and the storm-water utility, and approved resolutions covering a state contract for firearms, a state contract for tree services, and bid contracts for hardware tools and laboratory services. It also approved engineering resolutions for a professional-services contract, a Safe Streets to Transit Hub bid contract, and the five-ward paving improvement program; water and sewer resolutions for emergency repairs, valve-inspection bid contracts, and sludge-remediation; and a state contract for elevator maintenance. No dollar amounts were stated for these approvals. The council also advanced redevelopment items for housing construction and rehabilitation, approved a resolution supporting the affordable housing trust fund, and approved an eight-unit affordable-housing redevelopment resolution. A 25-year tax abatement proposal for Summer Avenue Apartments was moved forward with an acknowledged term-length error to be corrected and documentation requested; a separate 25-year abatement for Clinton Heights was advanced on first reading. The council deferred several other redevelopment items.
The business administrator said an amended 2026 budget was expected to be introduced at the November 5 meeting after ongoing review with the state. In response to concerns about City Hall elevator spending, the administration said work to refurbish or replace all four elevators was underway, with two expected to be completed by the end of November and the other two to follow; it agreed to provide a breakdown of prior appropriations and costs. The administration also said it was reviewing potential action concerning the previous elevator contractor, Big Apple Elevator. A fossil-fuel facilities zoning ordinance was not taken up and was expected to return on the next agenda. Other procurement-related follow-ups included a request to organize a meeting on proposed Boiling Street Recreation Center renovations and funding, and a request for analysis of tax-abatement terms for comparable developments. No contract award amounts or new vendors beyond those identified above were specified.
