The Greene County Economic Development Corporation’s October 21, 2026 meeting reviewed and approved the proposed 2027 annual budget (Resolution 15-26). The budget is generally similar to 2026 and does not include the usual $45,000 county replenishment request, given the corporation’s projected healthy balance and newer program-administration revenue. Staff reported year-to-date net income of $22,257.25 and noted that delayed state reimbursements and slower small-business grant spending have reduced expected 2026 revenue. The budget includes an anticipated $255,000 in small-business grant revenue for 2027. No new contract award or vendor selection was approved; Workshop presented the corporation’s rebranding and marketing work, with no spending decision recorded.

Staff reported that microenterprise awards are taking longer to be spent and reimbursed, but expect to begin preparing another round once the required share of current funds is deployed; businesses are already on a waiting list. The corporation is revising CDBG loan guidelines for legislative review and is exploring a reimagined Quantum Fund and possible industry-focused loan or grant programs for retail, hospitality, agriculture, and healthcare. These program changes remain under development and require further approval. Discussion also covered economic development and site activity, including redevelopment opportunities, broadband-related outreach, and proposed private developments, but no related procurement action was identified.
