The October 20, 2026 Cupertino City Council meeting included a study session on the city-owned Blue Pheasant property at 22100 Stevens Creek Boulevard. With the restaurant lease nearing its end, staff proposed a two-phase RFP to identify a commercial tenant; 2025 lease revenue was about $110,000, including base rent of roughly $80,625 and rent tied to gross receipts. The council did not authorize the RFP or select a tenant. Instead, members requested further analysis and community engagement before deciding how to proceed, including market and comparable-lease information, potential rent structures such as a triple-net lease, the building’s condition, neighborhood impacts, and possible alternative uses such as nonprofit space. Staff said it would return with additional information; no procurement award or spending action was taken on this item.

During public comment, union representatives raised concerns that Brown Construction might be considered as general contractor for the Rise Block 5 housing project and urged attention to prevailing-wage and workforce requirements; no council action on the contractor was recorded. The council unanimously approved a first amendment to the city manager’s employment agreement, including a 5% base-salary increase to $353,650 retroactive to July 1, 2026, and an estimated total annual compensation and employer cost of $492,754. The council also unanimously adopted the Health and Safety Element update with an added strategy prioritizing evacuation-capacity analysis for roadway changes in constrained corridors, excluding routine traffic-control changes.
