The City of Suffolk City Council held a work session on October 21, 2026, to hear a Parks and Recreation presentation on the department’s draft master plan and its Playground Passport initiative. Staff reported that the passport program had cost just over $6,000 to launch and anticipated about 2,500 participants; no contract award, bid approval, funding allocation, or vote was presented. The consultant’s draft plan drew on community input and identified priorities including multi-use trails, aquatics facilities, community events, recreation programming, park access, and future improvements to several parks and facilities. Council members discussed the need for long-term plans for parks and recreation centers, particularly in the southern part of the city, and ways to make better use of existing joint-use facilities and school partnerships.

Council also raised transportation barriers to recreation access. Staff described past shuttle efforts that ended because participation was low and said it could revisit outreach and transportation options; staff agreed to look into whether transit routes could help families visit playgrounds participating in the passport program. The draft plan includes recommendations on facility improvements, ADA upgrades, green-space standards for new developments, marketing, and programming. These recommendations may inform future capital planning, but no procurement action or spending decision was made at the work session.
