🏗️ Construction & Infrastructure Grants & Funding

The October 20, 2026 City Council meeting of the City of Montrose included two procurement- and funding-related actions. Council approved opting into Colorado Proposition 123 for the 2027–2029 cycle, committing the city to affordable-housing production requirements so the city and eligible partners can pursue state funding. Staff cited prior local awards supported by Proposition 123, including $8.8 million in equity funding for Black Canyon Flats, $1.25 million for a Community Options land-banking award, and a recent $475,000 land-banking award. Staff also noted Montrose had exceeded its prior-cycle production target and was exploring how to share surplus units with neighboring jurisdictions, potentially through an intergovernmental agreement.

Council also approved an expenditure of $28,597 to Shepherd’s Hand for seasonal startup and November 2026 operating costs for its overnight shelter. The city proposed using hotel excise tax revenue dedicated to affordable housing; the funds will support the shelter’s opening and operations. No contract awards, bids, or vendor selections were discussed. The council also received an August 2026 sales, use, and excise tax report, and approved rescinding the expired local emergency declaration; neither action involved a procurement decision.
