The Town of Bridgewater Budget & Finance Joint Meeting with the Finance Committee was held October 20, 2026. Members discussed budget objectives and the fiscal outlook, including revenue forecasting, free cash, and whether to revise the prior budget resolution’s 1% unreserved-fund-balance target. The town manager said the target could affect operating budgets as well as stabilization and capital funding. Members emphasized clearer public communication about revenues and expenses and considered preparing options for a potential override; the discussion did not establish that an override would occur. The committee agreed on several budget-objective edits, including a comprehensive capital plan covering roadway improvements and infrastructure, and a plan of at least three years for water-system improvements.

Capital and utility needs included water and wastewater infrastructure, with the wastewater treatment plant estimate described as exceeding $44 million and due for an update through the capital improvement program. The town manager reported $2 million in contaminants-grant funding for the Plymouth Street plant, which is nearly fully expended, and a $2.5 million Housing Works infrastructure award focused primarily on the Vernon Street wells; grant contract documents for the latter were still pending. Members also discussed continued grant-seeking and the need for long-term capital planning. No procurement award, vendor selection, or contract approval was identified. The committee separately voted to recommend the Save Volunteer Services Program item to the Town Council, with an amendment concerning current employee eligibility to be made; it also approved the September 15 meeting minutes.
