The October 21, 2026 joint regular meeting of the San Bernardino Mayor and City Council included several infrastructure and funding decisions. The council unanimously approved ARPA reallocations, including over $631,000 for the navigation center and over $102,000 for Second Lake Park. Staff said about $462,000 allocated for graffiti-abatement trucks could not be spent because the vendor could not deliver the vehicles before the December 31 deadline; the city reported $7.8 million in ARPA funds remained unspent as of September 30 and said reallocations were intended to support projects that could proceed in time. The council also unanimously directed staff to pursue Alternative 2 for the Myers Creek drainage improvements, an estimated $64.1 million project that includes property acquisition; staff will explore county partnerships, grants, and other funding, so no construction award was made. The council unanimously approved the University Parkway/State Street landscaping concept, Option 3, and directed staff to use solar lighting. No vendor or construction contract awards were identified.
Other actions included unanimous approval of an ordinance restricting camping and obstruction of public rights-of-way, and a 6–1 vote to set the mayor’s salary at twice the city council salary. The council also approved a library director compensation adjustment by a 6–1 vote. In closed session, the council voted unanimously to deny a defense to Councilmember Ortiz and voted 4–2 to deny her claim against the city. Discussion of a draft speed-hump policy was for feedback and direction only, with further public input and consideration of final adoption planned for 2027.
