The City of DeBary Special City Council meeting on October 21, 2026, approved the annual renewal of the Gateway Center for the Arts facility-use agreement. The Center reported 233 events and 17,140 patrons during the past year, with income of $207,060.04 and expenses of $207,137.38; its treasurer clarified that approximately $10,000 in annual insurance is included in facility expenses. Council also unanimously awarded RFP 3226 for Alexander Island Park Uplands Phase 1B construction to the lowest qualified bidder, identified in the transcript as Suboongi Construction, for $358,530 plus a 6% contingency, totaling $380,041.80. Additional unanimously approved purchases were an Alexander Island entry sign design-build contract with Independent Sign and Lighting for $34,287, and concrete work with DDS Enterprises LLC. The concrete item was presented at $81,247, while the motion stated $81,240; council approved it as an exception to the purchasing policy.

Council also unanimously adopted resolutions vacating 68 square feet of sidewalk/utility easement and amending the Spring View South PUD’s landscape-buffer and parking requirements to support a proposed storage and commercial development. In a separate discussion, staff sought guidance on planned Land Development Code revisions, including utility-easement restrictions and development standards; no action was taken on those proposed changes. A council member also presented information on a proposed voter-approved land-acquisition fund, but no council action was taken on the proposal during this meeting.
