The Economic Development & Housing Subcommittee of the City of San Rafael met on October 20, 2026. Staff presented options for the expiring cannabis delivery-business tax reduction: return to Measure G’s 4% default rate, set the rate at 2%, or continue the 1% rate for two more fiscal years. Members discussed declining cannabis revenues, business viability, and potential future revenue from additional license types such as storefront retail, but made no decision or vote. Members requested further analysis and community input; storefront licensing and related program expansion were described as longer-term work-plan matters. Public commenters also urged stronger tenant protections, while staff reported that the Marin Small Business Development Center will close in December and that future services will be delivered through a regional center, with programming and staffing still unsettled and a possible increased focus on AI and technology businesses.
Housing Manager Alexis Keptanian presented Bridge Housing’s request to roll over the City’s existing redevelopment agency loan for Casa Vista at 55 Fairfax. The loan is about $1.4 million, currently carries no interest, and is due in 2056; under the rollover, its rate would change to the applicable federal rate at the expected November 2027 construction closing, while repayment would remain due at maturity. The broader rehabilitation work includes roof, siding, window and balcony repairs, lighting and fire-control upgrades, paving, drainage and fencing, and ADA improvements. Members expressed support for preserving affordable housing, but the transcript records no vote on the loan request. No contract award or other procurement approval was identified.
