The City of Fort Worth City Council held a work session on October 20, 2026. The main economic development discussion concerned King Yuan Electronics Company (KYC), a semiconductor testing company considering a Fort Worth facility at 230 West Everman Parkway. Staff recommended a 10-year tax abatement of up to 65% on new real and business personal property to support a proposed minimum $1.3 billion investment and 630 jobs, with average annual wages of at least $80,000. Staff estimated the incentive value at $50 million ($36 million in present-day dollars) and projected $26.8 million in net new general-fund tax revenue. The agreement was presented for Council consideration on October 27; no vote or contract award occurred at this work session. The company is also pursuing potential state support through the Texas Semiconductor Innovation Fund.
Council also received a homelessness-program update: the first-year scale-up is estimated at $277,000, split equally between the City and the Flora Fund, which has pledged up to $1.7 million over five years for related services and housing. A related item was expected before Council on October 27, with initial housing matches anticipated in January 2027. Staff reported that the nuisance enforcement program’s FY2027 budget includes one additional abatement officer, a supervisor, and two compliance officers; no dollar amount was stated. Other updates covered the fire-chief recruitment process, zoning and form-based-code matters, and future agenda requests. No procurement bid approvals or vendor contract awards were identified.
