# 10/20/26 Board of County Commissioners: Status Update

**Body:** Kootenai County Idaho
**Date:** October 19, 2026
**Jurisdiction:** SLED

**Tags:** Public Safety, Construction & Infrastructure, Physical Infrastructure

The Kootenai County Board of County Commissioners’ October 20, 2026 status-update meeting included discussion of county facilities planning and a proposed renewal framework for the Hayden law-enforcement contract. The building and grounds director proposed cataloging county buildings and major equipment, such as roofs and HVAC systems, to support a five-year capital plan and eventual facilities master plan. Commissioners supported moving toward quarterly working-group meetings and asked that department moves and related decisions be documented and brought before the board. No facilities spending or contract action was approved.

The board also discussed updated travel procedures, including incorporating inmate-transport per diem rules into the county travel policy and potentially having deputies use the auditor’s travel-claim form; the policy may return for approval after further consultation. On the Hayden contract, city staff presented a draft month-to-month arrangement retaining five dedicated patrol deputies and one detective, with terms addressing overhead, documented overtime, monthly reporting, and access to the Spillman system. The parties did not reach an agreement or take a vote; county commissioners said they would review the draft, with further discussion expected after the city council considers it. Draft business-meal/refreshment and employee-merit policies were also discussed, with legal advice on the latter addressed in executive session.
