The City of Wichita Board of Park Commissioners meeting on October 12, 2026, included a procurement and property discussion about Evergy’s proposed transmission-line easement through the MacArthur parcel of Emery Park. Evergy offered $85,300 for an easement of about 30,000 square feet; commissioners discussed the loss of future park-development options and the need for any proceeds to benefit Emery Park. A motion carried authorizing staff to negotiate a counteroffer based on the diminished value of the developable land and, if an agreement is reached, to seek direction for the funds to be returned to Emery Park. No final easement amount or agreement was approved.

Staff also provided the quarterly capital improvement update. The 2027 CIP had been approved in August; projects discussed included Chisholm Creek Park South trail and boardwalk work, a NoMar outdoor performance stage (RFP closed), and Price Water Memorial Park improvements (consultant procurement following an RFP). Irrigation-system bids for Tex and Aubrey Hills had closed; Aubrey Hills was reported at $2.45 million, about $50,000 under budget, with contracts expected to go to City Council for approval. Staff also reported a completed RFP and a tentatively selected vendor for South Lakes concessions, pending acceptance. A grant application was pending for the Dr. Glen Dey Sports Complex, and staff said a Council budget adjustment for personnel costs might be needed.
