At the October 20, 2026 Scranton City Council meeting, council introduced an ordinance approving the proposed FY2027 capital budget and capital reserve fund spending plan. Council approved a motion to publish a legal notice summarizing the budget and identifying where the public can review it, and scheduled a public hearing for October 27 at 5:45 p.m. Members discussed that the budget had been amended before the public had an opportunity to comment, and said they would allow comment on the original proposal before considering further amendments. Correspondence regarding the capital spending plan and fire department budget transfers was received and filed; no specific transfer amounts or capital awards were stated.

Council also introduced an ordinance authorizing acquisition of a Hickory Street property from the Scranton Redevelopment Authority for $1; it was referred to committee, with no final approval reported. Other discussion included downtown traffic changes, ongoing construction and parking impacts, and requests for updates on public works and park projects. No contract awards or competitive procurements were identified. Council did unanimously adopt an amended ordinance restricting the sale or distribution of kratom to minors, with the measure to remain in effect until state legislation addresses the issue.
