Regular City Commission meeting of the City of Sunny Isles Beach (title lists October 15, 2026; meeting metadata is dated October 20, 2026). The Commission approved on first reading budget amendment BA2526-04, with a second reading to be scheduled for November. The amendment records approximately $13.6 million in unanticipated TDR and development-bonus revenues, reallocates funding among operating and capital funds, and includes appropriations for capital and operational needs, including license-plate-reader relocation and the Government Center annex. Members requested follow-up detail on revenue receipts, fund allocations, and expenditures. The Commission ratified an agreement with Millennium Products, Inc. to relocate automatic license plate reader equipment out of FDOT rights-of-way for a not-to-exceed amount of $173,156.50; the work was procured through a GSA contract. Other procurement matters included Microsoft and PC Solutions and Integration software, subscription, and cybersecurity spending; a Toshiba lease for two multifunction copiers; and a Visualscape citywide landscaping renewal, which holds 2024 bid rates except for the newly opened Inter Coastal Sports Park.

The Commission also considered facilities and capital projects: HVAC amendments with Cool Water Air Conditioning, including a proposed additional $150,000 and a stated revised contract ceiling of $433,600; extensions for Town Center Park playground design services (contract total remains capped at $219,500) and architectural services for a new restroom; and parking-license amendments setting rates at $400 per space. It approved a $124,544 change order with YC Group for longer seawall piles at Bella Vista Bay Park, citing schedule and risk to state grant funding. The vulnerability-assessment project with Keith and Associates received a time extension; staff cited a $257,000, fully reimbursable state grant. The Commission adopted the special-event ordinance 4–1, establishing permit procedures and fees that may affect event organizers and private-property events. It also appointed Susan Simpson interim city manager with a temporary 10% salary increase. An outside investigation into the former city manager’s conduct was approved 5–0; no cost was stated.
