At its October 20, 2026 meeting, the Fitchburg Plan Commission held a working-group workshop to begin the city’s comprehensive plan update. City staff said House Hill Lavine had been hired to assist with the 18–20-month planning process; no contract value or procurement action was reported. Participants identified priorities including community identity and a downtown, where and how the city grows, a balance of housing and business development, housing affordability, green space, and infrastructure capacity. The commission also approved a minor PDD amendment and architectural review for Bowman Plaza, reducing the proposed building from 278 to 252 units; the applicant cited precast-concrete supply delays associated with data-center construction as a reason for the redesign.
The commission recommended approval of a comprehensive-plan amendment for a Borchard Road parcel and approved several land-use and subdivision items, including a horse-facility conditional use permit, a rezoning and certified survey map, a final plat with conditions that included tree and landscaping measures, and resolutions related to certified survey maps and subdivision improvement agreements. A landfill-related conditional-use matter was postponed. Public comments raised concerns about parkland dedication and stormwater management. No government contract awards, bids, or purchasing approvals were identified; aside from the comprehensive-plan consultant engagement, no procurement spending or contract amounts were provided.
