The City of Laredo City Council meeting on October 19, 2026 included several spending and project updates. Council approved the FY2027 public arts annual plan, with proposed spending not to exceed $1.07 million; staff reported that negotiated RFQ costs were 46% below budget and that more than $3 million was available in public-art funds. For the Lupita Cortis Memorial Recreation Complex, Midas Construction was building the walking trail, with fencing and amenities also in progress. At the Hovitar pickleball courts, concrete and fencing were complete, but lighting procurement was still pending: two of three firms had submitted bids, and the lighting work was expected to return to council for approval. The Shiloh trail update described a Texas Parks and Wildlife grant-funded component whose bids came in too high, prompting an in-house design approach, alongside other trail work estimated at under $770,000, funded by District 6 and District 8 allocations. Council also approved agenda item 48, described during public comment as grant-funded Cellebrite mobile-device forensic technology costing about $1.44 million; the police chief said its use would be subject to warrants and department safeguards.
Council directed city management to develop a proposed tax-incentive program for grocery stores, bookstores, medical clinics, and other needed businesses in underserved areas, with an update requested within about a month. Staff said a draft regulatory framework for high-resource-use businesses, including data centers, was being consolidated for a mid-November draft; no data-center applications were pending. Council also passed direction to revisit legislation enabling a broader Type A/Type B sales-tax funding structure. Other spending-related items included a $63,875 TSA reimbursement appropriation for airport law-enforcement staffing and a $194,769 reduction to police task-force grant revenues and expenditures. No award of the pending pickleball lighting contract was made at this meeting.
