The Wicomico County Council held its legislative session and open work sessions on October 20, 2026, with a local Board of Health update. The Council unanimously approved Resolution 154-2026, combining the Cedar Hill Marina and Nanticoke Harbor capital projects into one fund. The projects were originally budgeted at $200,000 ($125,000 for Cedar Hill and $75,000 for Nanticoke); revised needs are closer to an even split, including electrical work and accessibility improvements. The Council also approved Resolution 155-2026 to amend the FY2027 budget for the Game Changers program after the County did not receive an anticipated grant, and Resolution 156-2026 to adjust the salary budget for a vacant solid-waste equipment-operator position to the midpoint. No amount for the Game Changers appropriation or the salary adjustment was stated. In open work sessions, officials discussed a $94-per-ton landfill tipping-fee break-even estimate, possible increases, and substantial future landfill capital costs; no fee decision was recorded.

Public Works reported that the Cell 7 landfill construction contract was awarded to Alan Myers, with notice to proceed issued March 9. The work is over budget, and a change order extended the contract deadline from October 1 to November 16; the department said it expects to maintain landfill capacity, but did not state the change-order amount. For sewer projects, the County received $8.5 million in state funding for septic elimination ($3 million grant and $5.5 million low-interest loan); KCI Engineering is providing design and construction administration. EA Engineering was selected for a preliminary engineering report on the Old Ocean City Road corridor, and another RFP is being prepared for a regional wastewater study. The County is also developing an energy audit for the vacant Verizon building with Schneider Electric; the proposed agreement had not yet been signed. Purchasing staff were refining the scope for an RFP for government-building security. The Army Corps’ planned Nanticoke River dredging contract bids/RFPs are to proceed, though dredging was delayed to spring or summer 2027 because a seasonal waiver was denied. The Health Department reported allocated rural-health funding for mobile integrated health and related work, without stating an amount.
