The City of Columbus Council Rules & Policy Committee held a public hearing on retention pond safety measures on October 23, 2026. Members and city staff reviewed the 2024 ordinance requiring warning signs, Coast Guard-approved flotation devices, tenant safety notices, and submerged safety shelves for new ponds, along with nuisance review for sites with serious incidents. Building and Zoning Services reported work covering more than 100 ponds: 28 properties received violations or notices, 23 have complied, and five remain under follow-up. Staff said inspections will also be incorporated into the rental registry process. Columbus Public Health presented child drowning data and discussed safety approaches used by other cities.
Council reviewed proposed emergency amendments scheduled for a November 2 vote; they would require stand-alone, visibly posted safety notices and disclosure of the reasons for any nuisance designation, and prohibit mowing within 15 feet of the water’s edge. These amendments were not voted on at this hearing. Council members also discussed developing broader measures by year-end, including potential barriers, landscaping standards, setbacks, and requirements for new pond designs, with attention to implementation and possible variances. No contract awards, purchasing decisions, or budget allocations were identified.
