The Torrance City Council meeting on October 20, 2026, approved a major public works award for the World War II Japanese American Incarceration Monument and improvements at Columbia Park. By unanimous vote, the council rejected the bid from Archico Design Build, doing business as ADB Construction Group, and awarded Golden Sun Enterprise, Inc. a public works agreement not to exceed $17,273,315.85, including contingency. The council also appropriated $7,922,835.85 and adopted a categorical exemption; construction was tentatively expected to begin in November and last about 303 days. Staff reported that the city had received just under $94,000 in donations, noted a city commitment of about $13 million and a $5 million state commitment, and said the agreement includes liquidated damages but no performance guarantees.

The council unanimously approved a letter of agreement with the LA County Department of Homeless Services and Housing and authorized termination, effective January 1, 2027, of the temporary housing operations contract with Harbor Interfaith Services (C2025-171). Staff cited county funding support and a 30-day termination option. The council also approved a consulting services agreement with PlanetBids for e-procurement system services; a council member requested historical spending information for future finance items. Ordinance 3970, concerning operating standards and violation penalties, passed with the mayor voting no. Separately, council members requested staff review short-term-rental enforcement and registration provisions, but no formal action on that request was recorded.
