# Special Magistrate Code Compliance - October 21, 2026

**Body:** Citrus County Government
**Date:** October 20, 2026
**Jurisdiction:** SLED

Citrus County’s Special Magistrate Code Compliance hearing was held October 21, 2026, and included approval of the September 16 hearing minutes and adjudication of property-code and land-development violations. In the prominent cases involving Lanto Sand LLC, the parties disputed whether sand mining on several parcels was authorized by a valid nonconforming use or required permits. The special master denied dismissal of the irreparable site-development case, considered evidence and testimony on the mining cases, and found violations in cases 00565, 00567, and 00571, allowing 20 days to abate and setting fines of $350 per day if violations remained. For a vegetative-debris violation in case 11-194, the parties agreed to a two-week abatement period and a $250-per-day fine; the special master also imposed a one-time $500 fine in the separate site-development case. Public commenters raised concerns about truck traffic, road damage, safety, and environmental impacts.
