The New York City Council Committee on Cultural Affairs, Libraries, and International Relations held an oversight hearing on CreateNYC on October 19, 2026, alongside consideration of resolutions on Kwanzaa as a public holiday and October as Reggaeton Heritage Month. No contract awards, procurement approvals, or votes were recorded. The Department of Cultural Affairs (DCLA) reported that its FY2026 Cultural Development Fund distributed $74.3 million to 1,171 cultural groups, and that more than $21.7 million in CDF funding had gone to underserved neighborhoods since FY2018. DCLA also cited a $10 million cultural stability fund in the adopted FY2027 budget of $323 million, and an increase in artist grant awards from $5,000 to up to $10,000. Other past investments included $10 million in capital funds for 165 affordable artist-workspace units and 50,000 square feet of workspace at Brooklyn Army Terminal.
Discussion focused on whether CreateNYC’s funding and accountability goals are being met. The Independent Budget Office reported that many CDF grantees are small and government-funding-dependent, while funding and cultural programming remain concentrated in Manhattan. DCLA said it would establish baseline equity metrics by FY2027, improve data transparency, and review grant application and reporting requirements. Council members and public witnesses urged future cultural planning to include measurable targets, clearer agency responsibilities, and stronger coordination across city agencies. Recommendations with potential future spending implications included integrating cultural facilities into housing and neighborhood-development projects, creating pathways and funding for permanent affordable cultural space, and expanding support for grassroots organizations, arts education, and accessibility. These were proposals and requests, not approved procurement actions.
