MyGlendale community meeting on proposed Glendale Water & Power (GWP) water rates, October 15, 2026. Staff said no decision had been made and described a proposed phased rate adjustment to support about $100 million in water-system capital work over five years, raising annual capital spending from roughly $3 million to about $20 million. Proposed work includes replacing or rehabilitating pipelines, upgrading pumps and reservoirs, adding permanent backup generators, and replacing aging customer meters; the AMI meter replacement project was cited at about $26 million in 2027. Staff said the system has about 400 miles of pipeline and that much of its infrastructure is decades old. The discussion also covered imported-water costs, pump-zone charges, affordability, and the basis for the cost-of-service analysis, which involved Arcadis and Raftelis.

No rate decision, contract award, or procurement vote was reported. Staff said a City Council hearing was expected November 3, potentially November 10, and encouraged residents to review the rate calculator and submit questions. GWP said it would pursue state and federal grants to offset project costs; staff noted that water-fund revenue cannot be transferred to the general fund and that customer charges must be tied to the cost of service. Residents also asked about coordination with other utilities and future development; staff said planned work addresses current system needs and that development-related connections are paid for by the benefiting customer or developer.
