The October 17, 2026, proposed water-rate community meeting hosted by MyGlendale addressed Glendale Water & Power’s (GWP) proposed rate changes; no rates had been approved, and the matter was scheduled for a City Council hearing on November 3. GWP said the increases would support a five-year water-system investment program, including about $30 million for pipeline replacement, $40 million for facility upgrades, and funding for hydrants, meter replacement, and water-supply studies. The department described a shift from roughly $3 million in annual capital projects to about $20 million annually and cited aging infrastructure, rising imported-water and electricity costs, and deferred maintenance. Staff estimated the proposed rates could generate about $24 million in additional annual revenue. They also noted a State Water Resources Control Board award of up to $200,000 and prior Metropolitan Water District water-efficiency grant support.

Residents questioned the size and timing of bill increases, affordability, meter charges, grant funding, reserves, and whether pipeline upgrades could support development. GWP said the rate study is based on the cost of service over five years, does not include development subsidies, and that water-fund revenue cannot be transferred to the city’s general fund. No contract awards, vendor selections, or procurement votes were identified. Under Proposition 218, property owners may submit written protests to the City Clerk with the required identifying information; community-meeting comments alone do not constitute formal protests.
