The Glendale City Council’s regular meeting on October 20, 2026, approved a Beeline service expansion and an amendment to MV Transportation contract 8,026,007, increasing its not-to-exceed amount by $2,786,259 for short-term service recommendations and one-year pilot services. Staff estimated 113,000 additional annual boardings; the cost is to be funded through local transportation revenues and the Transit Utility Fund, not the General Fund. The council also directed staff to pursue coordination with Metro on bus-lane enforcement, including developing an ordinance and enforcement agreement. The service changes are targeted for August 2027, and council members requested further explanation of the projected per-boarding cost and implementation timeline.

The council unanimously approved an IBEW Local 18 side letter requiring fiber-optics training and work as part of specified employees’ duties, with a 5% salary increase replacing a separate 1.75% payment; staff estimated the net increase at about $107,000 for the fiscal year. It also authorized a retainer agreement with Gordon Rees Scully Mansukhani for the Shoemake v. City of Glendale litigation, subject to a fee cap. In other procurement-related discussion, a council member asked staff to promote local small-business food and beverage opportunities for the 2028 Olympics and opportunities at Hollywood Burbank Airport, including multilingual outreach. The council requested a pre-holiday legislative priorities plan and a report on eligible grants and which ones the city applied for. A historic-resources item was removed from the agenda for further staff work, and an appeal involving a proposed 87-unit development was continued to November 17, 2026.
