The City of Birmingham Commission meeting on October 19, 2026, approved several spending and infrastructure-related items. Commissioners approved a contract with Cone Elevator for elevator phone-line verifiers; the transcript gave no contract amount. They also allocated $58,000 in FY2027 SMART community credits to NEXT for specialized transportation, directing staff to review the program and SMART’s Flex alternative. The Commission unanimously approved the East Lincoln Street road alignment for design, covering planned roadway repaving, replacement of an 8-inch water main, and minor sewer and storm-sewer work. Separately, it approved counting six Woodward right-of-way spaces toward a property’s parking requirement; the property owner expects to invest at least $60,000 to improve the adjacent slip lane. The city manager’s report noted that an RFP for an infrastructure master plan received no responses, and staff will review the scope, schedule, and requirements before determining next steps. The new ladder truck had passed final inspection and was expected to enter service by month’s end; no purchase amount was stated.

The Commission also approved amendments to the short-term-rental ordinance, including extending the 30-day minimum rental period to the B4, D4, and MX districts, and extended the related moratorium for 60 days. A motion to study the Echo City area for potential historic-district designation failed for lack of a second; commissioners instead approved studying one resident’s home. Other discussion included sewer concerns on Fairview Street, enforcement practices, and a proposed resident survey on deer management. No specific project cost or procurement decision was announced for the Fairview sewer issue.
