The PPS Board of Education held a public work session on October 20, 2026 (the meeting metadata lists October 21 UTC). The annual bond performance audit identified procurement, contract-oversight, and financial-control risks in the district’s $61 million bond program management contract with Presidio. Auditors reported that the $55 million base compensation calculation was overstated by $548,000, identified $762,000 in invoice overpayments, and cited concerns about the solicitation and evaluation process, contract incentives, and oversight. They also reported $193,000 in unallowable bond costs and nearly $1 million in unsupported payroll charges. The auditors made 38 recommendations; the board and district discussed strengthening oversight and promptly engaging an external construction auditor to review contractor costs on three high-school modernization projects.
The board approved Resolution 7,390 by a 7–0 vote, authorizing an RFP process for 2027 seismic projects. Unlike a lowest-bid-only approach, proposals will be evaluated on factors including qualifications, capacity, and schedule as well as cost; the discussion indicated separate solicitations for five projects. The superintendent also presented a projected $65 million general-fund reduction and preliminary rightsizing estimates of $11–14 million in operational savings from school-building closures, but no rightsizing decision or related spending vote was taken. The session also included updates on Cleveland High School student transportation, equity analysis, and Division 22 compliance.
